Are metal canisters the best way to store flour, sugar, cookies, etc?

Glass or plastic are going to be your best way to go. Just be sure to choose ones that have really tight fitting lids. Some of the other containers are likely to draw moisture and ruin whatever you have stored inside of them. Using a clear container will also make it easy to see what is stored inside of it.

Storage canisters are really a matter of preference, however, with metal you must be careful that inside seams are perfectly dry when container is washed, as any dampness could ruin sugar or flour, and if not stainless steel, they could rust. With ceramic,glass,or plastic containers you still must keep them dry when washed, but you will not have rust problems.

Plastic container's with snap tight lid's.For flour and sugar Decorative jar's with the snap down and lock tight lid's work wonder's.

In my personal opinion glass canisters are the way to go. I use the ones that are glass with the little metal latch on them.
