A snickerdoodle cookie is a different type of sugar cookie. In addition to baking soda, cream of tartar is added to the recipe. The cookies are formed into balls and rolled in cinnamon sugar. Cream of tartar makes the cookie spread and gives the cookie the cracked top appearance.

The snickerdoodle recipe I use indeed uses a sugar-cookie dough as the base - balls of dough are rolled in a mixture of cinnamon and sugar, then baked.
