Yes they are but usually a cat won't bother a plant that is a poison to them You can cal your vet and ask them they would be able to tell you right away or you can do a net search and it will pull a ton of good printable information for you.

don't let your cat near the plant it might kill it. but i dont think the leaves would hurt the cat at all

Yes , croton is very dangerous indeed to cats, you chould never let your cat eat them or taste it whatsoever. It is dangerous. Some plants are mostly dangerous for animals. expeccials cats.
