One of my favorite closet design ideas is making shelves into drawers with collapsible bins. They are great for small spaces and fairly priced.

You can design a closet on a budget at stores like The Container Store or even simple stores like Office Depot. I would suggest buying drawers that shoe racks that you can put together yourself and also individual hanging racks for all your clothes. Also shoe racks that you assemble yourself.

When designing a closet I would start with multi-level hanging rods to get the most of your space. Also use drawers in your closet it keeps things uncluttered and attractive.

Function is key. Inventory your clothes, how many hang long? How many coats? Do you want to separate HIS/HERS? Men need tie holders, and less "long hanging" space. Women need more shoe space and purse space. Make a space for seasonal clothes. Put most used clothing near the front.

You can get someone to custom build you a closet system or you can buy them at places like Home Depot or Lowe's.
