You may have been blocked from a service (or the person who had your IP before you) and thus want to change to a new IP to regain access. Chat rooms/websites may block IPs for disruptive behavior. FYI, ISPs often change customers' IP addresses quite regularily (called a "dynamic IP")

In order to change your IP adress u would need to get a new internet provider and maybe even a new computer.
