The CD drive may not be recieving power from the motherboard, or may not be configured properly. Another possibility is the CD tray is damaged or jammed.
One possible reason could be that the CD is in use and some program is still reading it. Try to find out what program is doing this and maybe you can end that. Otherwise, reboot and eject the cd as soon as it restarts.
