The most likely source of the "moans" is that the Ball Cock Valve is wearing out. The Ball Cock is the valve that refills your toilet tank after flushing. The best solution is to replace the valve. A replacement valve can be found and most hardware stores and are inexpensive.

Your toilet is obviously of an old design, many new design toilets are now available which are eco friendly quiet and have two flush systems, they use less water and don't need an overflow pipe this is the sign of an old design toilet which need bringing into the 21st century.

If it's an older model, it could be the pipes. Have a professional come out and look at it, just get an estimate on what the problem could be. Most times, you can fix whatever is wrong with the toilet yourself, without the extra costs.

More than likely, your toilet is aging. This would be the fill valve (inside the tank) closing as the water level increases. Install a new fill valve to stop excess noise during the filling stage.

It is probably air or pressure in your water line or it is an issue with the flush valve. To repair the pressure vibrations of your water line you need to install a vibration dampener. These are available at most home supply stores.
