What am I suppose to do if toilet water wont drain from the toilet and the backed up stuff is coming out to the toilet bowl?

First, turn off the water valve that is usually located behind the toilet. This will keep the water from running and overflowing. Then go out and buy a plunger and plunge the toilet until the water and "stuff" goes down as normal. If all else fails, call a plumber.

You have a clog. The simplest option is to use a plunger. If this does not work, you may have to call a plumber.
