The water spicket is likely leaking due to a rusted, damaged, or clogged ball valve. If necessary clean or replace.

There is a loosly packed seal inside the spricket that can become leaky. Repair materials are available at a hardware stores.

Your spicket is leaking becuse it needs to either have the washer replaced or the packing at the valve bonnet is dried out. This is a simple repair for most people to handle and could be done in less then a hour. Shut off you water supply and remove the packing nut, screw out hte stem and replace the washer.
