There is likely more than one reason for this, but it can cause damage - infections primarily - if that action persists. Cats suffering from skin disorders may need a topical, just as humans do, to alleviate the itch. Check with your local vet if symptons persist.

It shouldn't cause any damage to your cat. Many times cats pull at the fur on their paws because they have stepped in something sticky, such as pine sap, and it bother them so they want to get rid of it. It's just their way of cleaning up their paws.

But cats may also respond to pain by pulling out their fur. A kitty with a kidney infection may pull fur out on his back,or a cat with arthritis is his feet may pull fur out on his paws. Usually,a cat will pull his fur out because his skin is itchy.

The amount of fur in a cats paw that is healthy is different for each cat. Historically speaking, cats lived outside which wore the fur off of areas that were tread upon, with indoor cats, this fur can build up making the cat uncomfortable. some hair removal is healthy.
