It depends on if it is mechanical or electric. Mechanical could be no gas getting to pump. Electrical cause it could be a clogged strainer. A little whining is normal.

A whining fuel pump is nearing the end of its life and should be replaced. Many in-tank pumps rely on gasoline for lubrication, which is one reason not to run your vehicle below a quarter of a tank.

The fuel pump whines because of the strain on the motor. This common on vehicles with high mileage. The solenoid windings in the motor become fatigued over time and create high resistance in the primary circuit. The amount of voltage that is received at the pump circuit is not completeing termination.

Sound's like the pump motor is about to go out.Very common problem is Dirty fuel filter's making the electric pump motor whine trying to suck gas threw a clogged filter. Also if fuel line is under the car Exposed could be a dent in the line obstructing the flow.Last reason would be clogged fuel injector's this is rare but is possible.

Most likly it's about to die and you should have it replaced. Only a mechanic can truly diagnose it though.
