Low blood pressure means sometimes your heart cannot pump enough oxygen rich blood to your brain, and so you get the feeling you call "head rush" because your brain needs more oxygen to function properly.

The "head rush" as you describe it is due to the restriction of blood volume, and therefore oxygen, to the brain. This is usually temporary and only in extreme circumstances will this cause any risk of brain damage. The body has defense mechanisms to protect and preserve brain function if at all possible.

Low blood pressure causes vertigo and giddines due to inadequate blood supply to the brain. As brain is the vital organ of the body, oxigen requirement is most essential compare to any other part of the body. Therefor nature has given a good life saving mechanism to our body so that it regulates by itself.
