It is probably a fungus growing in the bowl. It needs cleaned. Wipe the bowl out under the faucet and put fresh water in it. Don't use soap though.

All water expose to the air especially with living creatures in it is acceptable to algae. The only thing you can do is filter the water and clean the bowl.

The slime is a type of algae, you need to put some snails or some type of filter in the fish tank. If you do this it should eat away at the algae and get rid of the slime in the tank. Betta won't eat algae, so you need something else.

This is a normal occurance with bettas because they do not need to be a regular tank with filters, the algae (slime) grows in the bowl. You need to clean the bowl and change the water regularly. Also, sometimes a snail is beneficial to keep algae growth down.

well one of the reasons you might have slime is that there is no current in that bowl. So when that happens with enough light you will get some alge that starts to grow.
