Eye infections are very common with red eared sliders. This can be due to dirty water and a lack of Vitamin A. Make sure you change the water regularly. You can get a pharmacist to mix a solution for the turtle's eyes.

Your turtle has an infection due to a nutritional deficiency and/or dirty water. Your turtle needs dark leafy greens and other foods containing beta carotene. Supplement his diet with a fortified diet just for turtles. If your turtle is no longer eating, I suggest taking it to a vet for vitamin A injections.
