The name of the character was Bryan Watkins. He was played by actor Patrick J. Dancy. He had his own, short-lived show on NBC called "The Guys Next Door"

Bryan Watkins was the African-American student played by Patrick J Dancy. He was student council memeber. Lisa Turtle won a date with in in an auction. He didn't like her because he thought she was obsessed with fashion. She tried to be something she wasn't but grew tired and decided ti was best to be herself.
