Who was our 31st president?

Do they count them twice when they serve two terms?

The 31st President was Herbert Hoover, who served one term, from 1929 to 1933. Presidents are not counted twice if they serve two consecutive terms, but non-consecutive terms are counted separately. Grover Cleveland who was 22nd President (1885-1889) and 24th President (1893-1897) is the only President who was counted twice.

Herbert Clark Hoover was elected in 1929 and served until 1933 as the 31st US president. He was a honest and trustworthy president who had the bad luck of taking over the presidency right as the US stock market crashed. He spent his entire term presiding over the 1st 4 years of the Great Depression.
