It is based on the life of William Randolph Hearst, a newspaper mogul who got into the newspaper business in 1887 and dominated it by the 1920s. Like Charles Foster Kane, Hearst was known for eccentricity and bravado, having once said, "You can crush a man with journalism. "

The film Citizen Kane was not based on anyone. It is a work of fiction written by Herman J. Mankiewicz and Orson Welles. The character has a personality based on a fictionalized and hostile parody of William Randolph Hearst, and the events are very loosely based on the life of Samuel Insull and his wife Gladys. Overall though, it's fiction.
