Well that is a tough question since the first vehicle weren't traditional car like we have today. Ferdinand Verbiest created the first steam powered motor vehicle back in 1672. However Nicolas Joseph Cugnot from France is created France building the first automobile in 1769 with his steam powered road vehicle.

Nicolas Cugnot drove the first steam powered vehicle with an engine that he designed himself. He made a four passenger vehicle and the first motor vehicle accident running into a wall.
