Who do I call to answer my electrical wiring questions?

Some Building Department Electrical Inspectors will answer limited wiring questions. There are also numerous books on the topic which are available at local libraries.

Electricity is dangerous as it causes destructions, you must call an expert who has a genuine certificate for advise. An electrician should help but don't try to fix it yourself.

You should call a technician or a store that could deal with those electrical wiring problems. Letting a professional fix it is much better then doing it yourself. Since there are delicate wires and cords inside, you should always let a professional come to fix it. So would i recommend a technician.
