Which way should a ceiling fan blow for the summer?

Ceiling fans should rotate counter clockwise(counter clockwise from the viewpoint of being under the fan) during the summer to get the desired "cooling" effect.

In the summer, push the toggle switch on the fan down to push air from the ceiling toward the floor improving circulation and giving sense of coolness.

It depends on the temperature inside. If it is warmer outside, blow the fan out. If it is cooler outside, blow the fan in.

The fan should rotate in clockwise. (as you look up at it)To find the best direction in which the fan can blow, turn a bubble machine and watch.
