Mod chips are actually very outdated when it comes to the xbox 360. Search for jungleflasher or JTAG in order to find out the most recent developments with modding a 360. Be careful, if you go on xbox live with a modded console, prepare to have the console banned.

In order to buy mod chips, you might as well buy a modded XBOX 360 from an online retailer for around 250$. It is not worth it trying to install it yourself, but you can find the chips online.

Most online hard mod stores will sell modded chips. If you have the know-how, you can also easily create one yourself and save tons of money taking your x box apart and replacing a few parts here and there. In general though, most xbox modding stores will sell them but beware as most will cause xbox live banning.

As far as I know you can typically only find Mod chips online. No retail store carry them do to possible legal actions. Either look on Amazon or just search in your preferred search engine and there should be a lot available.
