They allow you to use burned copies of games or depending on the chip, arcade games. Backups of games you own are legal, especially with kids wrecking ability with discs.

Modchips allow a user to play games or other media that the system was not able to in the first place. Specifically, an Xbox 360 chip would allow the system to play backup games.

Mod chips allow a user to change setting and "modify" items within games and the system itself on the X-box. Often, once someone had used a mod chip, they are no longer allowed to play certain online games, for the fear of cheating.

The mod chip in a x-box 619 would let you play back up copies of your games. You can copy your games and use the copy and keep the original in it box, that way you wont scratch your original. The mod chip lets you use emulators so you can play NES, SNES roms and more!

Mod-chips work the same on all console. The "modify" the system firmware to allow it to do things the stock setip wont allow. Such as install home-brew code and run backup game copies.
