Online services typically pay a fee to be able to access birth certificates and other records, and have to charge for this service in order to remain in business. You can request birth certificates in writing from state and local record keepers, but you'd need to contact them first to find out what information they require to release those records.

There are no websites that will allow you to search for birth records at no cost. The websites must themselves pay for access to these records, and having paid account allows the sites to know who is accessing what information for security purposes.

There is not. There are some sites that allow you to search old records for the purpose of family history/geneaology research, but there are privacy issues with modern birth certificates, which are not posted anywhere for public browsing.
