Where can employees report concerns about a business owner if there is no HR department?

It's a small business, one location.

You can report the business to the Better Business Bureau. They will check out business and go and get them to run properly. You won't have to worry because they will get them to do right or they will close the doors until they get their stuff right. Better Business Bureau is a great place for workers!

It depends entirely on the business, the industry and the size. Many small businesses are exempt from certain labor practices that medium and large businesses are required to comply with. It depends on the state and city you are in. You may want to speak with an attorney to learn about options in your area.

There are several agencies an employee can contact when there are concerns about a business owner; having or not having an HR Department is not important. I would first suggest contacting the local State Department of Labor; this agencywould be able to either assist with the concern or give directions on how to proceed.
