You will have to check with the embassy and the local government with the city you are looking to start your business with. You will also need to the know the rules of what is eligible and application to operate your businesses.

Try going to the Czech Consulate in your (or a nearby large) city. The consul's job is to promote business for his country. He or she will do everything possible to enable you to do business with them, and will connect you with the government agencies or businesses in the Republic that you will need to deal with.
