whenever we thinking about clippings the time should be growing season of plant.from green house plants any time is best.for deciduous plants early summer is best.

Most seem to mention either spring or fall. I suspect that late fall is actually the best time because tree sap is not circulating and causes less damage.

In the morning because the sun helps keep the vegetation healthy to recover from the clipping and also your yard looks better the rest of the day
