''Who'' ought to be used when referring to the subject of a sentence, such as ''Who is the leader? '' ''Whom'' ought to be used when referring to the object of the sentence, such as ''For whom will you vote? ''

In American English, usage has changed so that it is now acceptable to use who every time and never use whom. In fact, you will sound pompous and strange if you use whom, even correctly.
