Pepper plants are a warm weather crop that usually have a long growing season. They typically flower in the summer, though some plants may begin flowering early, while still barely established. In these cases, it is best to pinch off early flowering buds to force the plant's energy to be spent on making roots and leaves.

It takes them a while and once they do watch closely because everywhere you see a flower it tuns into a pepper.

It really depends on what type of pepper plant it is. Bell peppers will flower in the spring time after the last frost.
