What would a good job rejection letter say?

The letter would contain words that would not offend. It would say, we are not hiring at this time, we are looking for for someone with different requirements and of course it would contain words of appreciation for applying to their company.

A good job rejection letter will acknowledge the required competencies of a canditate but would fail to accept the candidate due to operational reasons like slump in business activity.
