In general I'd say plants are difficult for most novices to handle. You should either consult a skilled botanist, or at the very least pick up a "Plants for Dummies" book. There are a lot of different plant types to identify. Most plants are unique in their characteristics, and there's no easy answer here.

Your plant has adn infestation of scale insects thats whats causing the fuzz and the sticky the only way I know to fix it is too soak the plant in an insecticidal soap thouroughly to get rid of the insects. I hope this helps but you need to move quickly it can kill your plants.

Houseplants that have white fuzz on them no doubt have white mold.. aka stem rot, a plant disease. Trim infected leaves/debris, use a fungicide, reduce watering amount.

Indoor tomatoes have a fuzz on them that will turn sticky after it has been roughly touched. There are many other plants as well.

The Schefflera actinophylla and Schefflera arboricola tend to have mealybugs. Another plant frequently infected by mealybugs is the Ponytail Palm. These little bugs are very populous and they hide where the stems and leaves join in plants. To get rid of the mealybugs, plant experts recommend Brand X Foliage Cleaner as well as rubbing alcohol.
