Any culture low in iron would increase capsule size. These cultures are known as LIM cultures. Not all strains respond to all techniques, though.

There are no such culture mediums to increase the size of a bacterial capsule. But there are some stains that can make the capsule stand out. This is observed when doing the brightfield microscopy.

The medium that is rich in carbon dioxide and low in iron would likely to increase the size of a bacterial capsule. This is not suitable for all species of bacteria. It varies with type of bacteria. The component that is more in the bacteria's capsule if used as a culture medium, the size of the capsule would be larger.

Of course this depends on the type of bacteria and its normal environment, but by and large a nutrient-rich culture medium such as yeast extract gives you the best growth.
