No spice can cool the heat of another spice, as far as I know. You can, however, build a natural tolerance for hot spices by eating a lot of hot food; over time, you will gradually become more immune to the heat and it won't seem as hot.

There is no particular spice that will cool other spices. You may be able to correct an overhot curry or chilli by adding more water, but this will affect the consistency too. A raita (mint & yogurt) dressing is a traditional cool accompaniment for hot curries.

There are no spices that can actively cool down flavor. However, if you use mint in your recipe or as a garnish (depending on the food in question), the mint can help cool down the palate. Also, drinking milk with spicy foods helps soothe the "burning" that spicy foods cause.

Cumin is an excellent spice to remove pungency from food. This spice is great in chili, soup, and stew. It modifies and tames the flavor of bitter or very spicy food.

A bland spice is vanilla which can be used for sweet recipes it will help counteract the flavor of cinnamon and mixed spices so they blend together and the final flavor is not so strong.
