Used copies of Windows have likely already been installed and activated. If someone sells Windows to you, the license might not be transferred, so you might not be the legal owner. The software may have also been illegally duplicated before being sold to you. You should always purchase unopened software.

Don't ever buy an operation system off of eBay, buy it directly form Microsoft or an actual company. They could simply write down the CD keys and use it as their own, which means you would have an illegitimate copy of windows.

The first and the foremost thing you need to check is that the version of the OS. Then you should be exact in buying an OEM or retail pack. The third most important thing is the Service pack of that OS. How long it will take to reach you when you buy on E-bay.
