As long as your desktop can handle the more complex operating then upgrade to the newest. If it doesn't meet the minimum requirements listed then go with the older version.

It's better to buy a new version of windows because if you buy a newer version than your win98se the risk for your work will be lessen, try the windows xp; this version of windows support a lot of plug n play hardware or devices available in the market today.
