This must be a subfloor over concrete in a basement. It isn't needed, use pressure treated lumber to hold the plywood, the concrete has a plastic vapor barrier already.
There really isn't a lot to know. Just be sure that the floor is perfectly level before laying it down. The staple it down with the appropriate sized staples.
