Call the plumber. Check all out inlet and outlet connection. While checking remove all the jams or choke both - inlet and outlet. If required, change both the pipes - inlet and out let. Check the level of camod. For choke cleaning take care so the dirty water will not spread other than toilet area.

Is the chain that runs from the flapper to the flush arm disconnected? Does the flapper reseat when flushed? If water level seems low, adjust float arm

u should try to plunge it a few times even though it may not be clogged from what u see. then you should try to snake it from outside at the sewer clean out and or the pipe on the roof if the plunging didnt make it better.

There are two immediate fixes to try. First, try using a snake and snake your drain to be sure that your drains are open. The second fix to try is to replace the parts that control flushing with your toilet. I did both those on one of our toilets recently and had to replace it.
