Just apply for another Driver's license. The DMV in California will verify your photograph, SSN, and your personal information that was on your Driver's license after filling out another Driver License application(DL 44C).
Make a report with the police station. Then go down to the DMV and alert them to the fact that your license has been lost and you will be needing a replacement.
