Teeth once extracted do not grow back into the mouth. But sometimes rudimentary teeth called paramolars have a tendency to erupt buccally or lingually in between the molars. It is commonly seen in second or third molar region.

Those teeth may be your wisdom teeth coming in. Sometimes they do not need to be removed but it sounds like they may be bothering you. Most of the time they need to be surgically removed. Go see your dentist and get their advise on whether they need to come out.
I would go to a dentist maybe even a oral surgen and get it looked at by a professional. If your tooth is growing back like that it probably needs to come out. But I would have it looked at to make sure that is what is happening and you can find out all your options.
You should call your family dentist and get a referral to go to an oral surgeon to get the teeth extracted so that they do not cause you to have any more problems than they already are. Most of the time the pain will only get worse until the teeth are extracted.
