If if it is a matted hair lump, cut it off carefully with a pair of scissors. If it is a meaty or puss-filled lump, you should consult with a veterinarian to make sure it is not something more serious, such as tumor or internal leakage.

This could be anything from a fat deposit, so you will need to take the cat into the vet ASAP.
