The rules governing the 1099 employee form would be with the IRS and with the state in which you worked. you woul have to look under self employment. You you look there for deduction you can take from you income and you would also have to pay self employment taxes

An employer must issue a 1099 to a contract employee that was paid more than $599 in the previous year. 1099s are issued by creditors who negotiate settlements or short sales that write off more than $599, and by any entity that grants a prize greater than $599.

Payments made to a person or business in a given fiscal year cannot exceed $600. 00 dollars in payment. A 1099 form must be filed with the IRS, with one copy going to the IRS and the other copy be mailed or hand delivered to the person who did the work.
