Do tort laws encompass the same rules regarding juries, trials, and punishment?

I'm not sure whether tort reform would affect the entire legal system.

Tort reform would not change the legal system. It would however reduce the manner in which these cases are compensated and stop attorneys from being the primary benefactors.

When people and politicians discuss tort reform, they are typically discussing caps on the awards given by juries in sympathy cases. The idea is to stop awards in the millions of dollars because the jury feels sorry for the person harmed.

Torts follow similar rules for juries and trials but differ in punishment. Rather than guilty/sentences tort cases result in liability/damages. Limiting damages is what tort reform would do.

No,in tort cases (when a person sues another) punishment is ment only to compensate for the wrongding of the person being sued. In the tort system a jury isn't always used. When they are the ruling just needs a majority ruling one way or the other.
