Because the target market (mostly kids between 7-12, and more particularly, girls), is attracted to it, by the dancing, singing, look of the kids in the musical, and because they find it entertaining.

High School Musical has good music that you can sing too, attractive people. Many of the characters are someone that everyone can relate too. They have the jocks, the popular kids, the geeks, the drama crowd, the shy kid, the new kid, etc.

Well it is popular for a lot of reasons. First of all, it has the hottest actors and actresses like Zack Efron, Vannessa Hudgens and Ashley Tisdale, a few to name. Then, it involves a lot of fun and music that makes you want to dance. Trust me, any teen would love this!
