Use water/weather resistant paint that can hold up to the water pressure and weather of being outside. Make sure the paint is not lead based or made from chemicals that do not mix well with chlorine. Use paint manufactured to cover and work on concrete or brick homes. Do not use indoor paint.

Normally, you would use a water-proof paint to paint inside and outside of the pool, but to make it permanent, you should try to add more payers or paint.
