It all depends on what you call a "small fish tank. Generally, about 1" of fish per 3 gallons of water. So you have to factor in how big a certain fish will grow, then do the calculations. Also, take into account that some fish live healthier in schools, so don't put 1 school fish alone.

One fish per ten gallons of water is recommended. Assuming it is a 20 gallon tank, it could comfortably be home to clownfish, damsels, gobies, and surgeonfish. You may want to add a couple of "decorative" touches such as porcelain crabs, camel shrimp, or a starfish. Before adding any fish, let your tank run for a couple of days.
