A spider bite would definitely leave a red bullseye mark without being itchy. Sometimes you are able to see 2 holes in the center of the actual bite. If that is the case then it is a spider bite. Spider bites can cause pain in the area so you should probably start applying an ointment to help it heal

Most likely a mosquito. Mosquito bites do not always itch, so it may be possible that you were stung by one.
