What is wrong if my Acura TL wont shift out of park and brake lights don't work?

a shift interlock wont allow you to shift if there is no signal from the brake switch. you have a bad brake switch or related wiring issue.

I would start with the shift interlock switch which prevents that from moving out of park. It may be combined with the neutral safetly switch.

It sounds to me like you have a serious brake system problem. The car won't shift becuse it probably has the safety feature where the brake must be held to exit park in order to keep the car from moving hen put into drive.

A shift lock solenoid that receives the signal when the key is on and the break pedal is depressed that allows move the shift lever to taken out of park.
