It has more than one meaning. Someone might report that he "bombed the test," which means that he did not do well. Another person might talk about how he went out to the club the night before and got "bombed," that is, highly intoxicated, likely to the point of being unable to function.

Bombed means drunk or on drugs. People say they are bombed after smoking marijuana, snorting cocaine and/or drinking heavily. In some circles it could also mean failed miserably. For example a person might say " I bombed out on that test". Generally the term is used to describe a physical and emotional state after substance abuse.
