What is the temperature at which moving water freezes?

Water freezes at zero degrees celsius. Moving water also freezes at the same temperature. Moving water appears to freeze at a lower temperature because it can pick up stray heat.

Water that is moving freezes at the same temperature as still water however it take a bit more time. The ice crystals will take more time to form since the moving water will keep breaking them apart, however this process will slow the water down so it can freeze solid.
