You should hang a picture so that the center of the picture is slightly above eye level for most people. You should also take into consideration the height of the ceiling.

I think it is your personal preference as to what height to hang a picture, but normally it would be at about halfway up the wall.

It depends on the size of the picture you are trying to hang. It's best if a picture is centered on a wall. This means centered from both the vertical and horizonal fields of the wall. Try out different spots on the wall and see what works best with the room.
