What I used for stiffening my crochet snow flake ornaments was a solution of white glue and water. There's no science to it. Just add water to thin the glue a little and brush it on your ornament, soaking it. You'll need to previously pin your crochet ornament to a Styrofoam plate,to keep its shape as it dries.

Using 1 part water and 3 parts granulated sugar, stir over a low heat, but do not boil until the mixture is clear and not grainy. Let cool. Soak the ornaments in the liquid and put them into shape. Ironing is not needed, but can be used for this process if so desired.

Dilute with water unless you want it really stiff. The more water added, the less stiff your piece will be. Dip piece into starch, let sit in starch for a few seconds, squeeze out excess. Lay flat on hard surface, pin into shape. Use rust proof pins. Sugar discolors.
